各市人民政府：
经省政府同意，现将各市2015年节能目标责任印发你们。
2015年，各市万元GDP能耗目标比2010年降低17%以上（承担节能减排财政政策综合试点任务的聊城市比2014年降低4.58%以上）,规模以上工业万元增加值能耗比2010年降低21%以上, 国家万家企业节能低碳行动企业节能量（比2010年）、工业固体废物综合利用率目标根据各市实际情况确定（具体目标见附表）。各市要将节能目标纳入本市年度工作计划，逐级分解到县（市、区）、部门和重点用能企业。
除上述定量目标以外，各市要加强对节能工作组织领导，强化节能目标考核，调整和优化产业结构，实施节能重点工程，加强节能管理，开展节能技术推广，落实节能经济政策，组织开展节能监督检查，推广市场化机制，加强基础工作和能力建设。要强化重点用能单位节能，加强工业、建筑、交通、公共机构、商业和民用等重点领域节能。
省政府节能办会同有关部门按照省节能目标责任考核有关要求，对节能目标完成情况进行考核，并报省政府。
