对于已处于新船建造阶段(合拢前或合拢后)的非PSPC船舶(注:原先未按PSPC要求施工或进行检查的船舶),当其:
1. 一次表面处理(PSP);
2. 二次表面处理(SSP);
3. 涂装施工;或
4. 检查程序
不完全满足PSPC要求,且随后又提出申请要求符合PSPC标准,该申请应提交给船旗国。被认可组织可向船旗国提供意见,即在满足下列条件的情况下可以颁发PSPC标准符合证书:
5. 具有符合海安会第215 (82)号决议第3.2节要求的三方协议,内容包括相关压载舱清单、经型式认可的新涂层系统描述、关于表面处理及涂装的涂层技术规格书,和对适任涂层检查员的任命;和
6. 合拢前或合拢后,所有涂层应完全去除并达到IMO PSPC表1第2节的标准,特别是达到和一次表面处理后同样的Sa2.5清洁度标准,粗糙度介于30-75 μm之间;和
7. 从满足第6点规定的状态后,通过整舱涂装或其它方式以完全满足IMO PSPC的其他条件;和
8. 按照海安会第215 (82)号决议第3.4.2条准备和发布涂层技术文件(CTF)。
船旗国应指示被认可组织如何处理。
IACS Common View on non-PSPC newbuildings to be made PSPC compliant
In the case of non-PSPC-compliant ships already in the new building stage (either prior to or after erection) for which
1. the primary surface preparation(PSP);
2. the secondary surface preparation(SSP);
3. the coating application; or
4. the applied inspection procedures
do not completely comply with PSPC requirements, and a request for PSPC compliance is subsequently received, the request is to be submitted to the flag. The RO may offer an opinion to the flag that the certification to the PSPC standard can be given, provided that:
5. the tri-partite agreement in accordance with Section 3.2 of MSC.215 (82) is to be in place which includes the list of concerned ballast tanks, the description of new type approved coating system, the related coating specification for surface preparation & application and appointment of qualified coating inspector; and
6. prior to or after erection, all such coatings are completely removed to the standard as specified in the IMO PSPC Table 1 Section 2, specifically the same Sa2.5 cleanliness standard as after Primary surface preparation with roughness profile ranging between 30 -75 Microns; and
7. from the condition as specified in item 6 above, full compliance with the remainder of the IMO PSPC requirements is achieved by means of, inter alia, whole tank painting; and
8. the coating technical file (CTF) is prepared and delivered in accordance with Section 3.4.2 of MSC.215(82).
The flag is to instruct the RO on how to proceed.
